Offshore Proof builds on trust

Under the title Offshore Proof builds on trust, Campus@Sea organized a roundtable during the CoP North Sea in Vlissingen. Offshore Proof is an initiative aimed at establishing a network of accredited offshore renewable energy test sites in Europe. This is urgently needed, as many promising technologies—ranging from wave and tidal energy to offshore solar parks—often stall between innovation and regulation.

Seated at the table were technology developers, research institutions, policymakers, investors, and supply chain representatives—stakeholders who, together, can truly make a difference. The goal was not to convince one another, but to share insights, build mutual understanding, and lay the foundation for trust and collaboration in a rapidly developing sector.


The format was a role play: Certification versus Early Innovation. Two groups engaged in a lively verbal exchange: one advocated for early certification as a way to attract investors, accelerate market entry, and reduce risks. The other warned of the dangers of certifying too early—such as rising costs, delays, and stifled innovation, especially for smaller players.

The discussion was sharp, yet conducted with visible enthusiasm. As the debate unfolded, mutual understanding grew, and it became clear that there is no black-and-white answer—but rather a shared journey toward finding the right balance. And that is exactly what Offshore Proof is about: testing at sea and engaging in dialogue, as the foundation of a reliable and innovative offshore energy ecosystem.

Because Offshore Proof is more than just a testing network. Offshore Proof is also: proof through trust.
